Education in Albania and the measures for its improvement (1925-1928)

Summary/Abstract: In the second part of the article “Education in Albania and the measures for its improvement (1925-1928)”, which follows from the previous number, are treated and analyzed Albanian government’s measures to reform further the education system, to complete the legal framework and multiple tasks laid down for the making of a common national education. Insufficient capacity of the General Directorate of Education to deal with them, posed the need for the establishment of the Ministry of Education, which was achieved by the decision of the Council of Ministers in June 1927. Further, it is reflected the activity of the Education Ministry as well as the contribution of minister Xhafer Ypi for the implementation of law for the categorization of teachers, organic law for the education system and meeting the demands from different regions of the country to open schools, teachers’ staff, teaching tools etc. To fulfill the needs for the developing the country, the attention was paid to the development of professional education for guys and for girls. But, the decision to extend it by reducing the number of gymnasiums arguing that students prepared at this sort of schools will cause the boring of the political regime in the power was harmful because it impedes the development of the country’s intelligence. This measure was criticized by the intellectual circles of the country especially from teachers who through protests forced it to be withdrawn.
