Challenges for cooperation with stakeholders of sustainable transport in Polish cities

Summary/Abstract: Since transport systems are open systems generating many positive and negative external effects, they can affect and are affected by numerous persons, groups and organisations, so-called stakeholders. Stakeholders have different expectations towards the effectiveness of transport systems and at the same time they determine the effectiveness of solutions implemented. Cooperation with stakeholders is considered a key factor influencing successful sustainable transport projects. The aim of this paper is to present key challenges for the cooperation with stakeholders in order to develop sustainable transport systems in Polish cities, first of all in terms of expectations of stakeholders and principles of sustainable development. First, some theoretical background for the cooperation with stakeholders in the sustainable transport decision-making process is elaborated. Then, key challenges for the development of this cooperation in Poland are described. Two examples of projects regarding changes in urban transport systems are used to compare the way of cooperation with stakeholders, expectations of stakeholders and effects of activities presented. In conclusion it is stated that sustainable transport solutions are most often achieved in these situations, when they lead to the realisation of socio-economic goals of the biggest and/or the most powerful stakeholders.
