Summary/Abstract: The aim of the study is to present the diversity of innovative potential of economies in the scope of its human resources in science and technology. The analysis includes the countries of the European Union and covers the years 2008–2014. The paper consists of three parts. The first part deals with issues related to the population of human resources for science and technology and distinguished within this group category. The second part includes the analysis of statistical data on human resources for science and technology in the European Union. The third part describes the level of innovation economies on the basis of the data contained in the Innovation Union Scoreboard (IUS). Economy with above-average level of participation of human resources for science and technology in the active population show a much better indicators for innovation. Countries with low levels of innovation, including Poland, must take action to build a dynamization of innovative potential in the form of human resources for science and technology. Without a sufficient quantity and quality of human resources for science and technology it is impossible to build an innovative, modern economy.
