Summary/Abstract: Following the First State Duma elections in 1906 in Russia, the Constitutional Democratic Party, won 176 seats and was the largest group in the 487-seats parliament. It soon turned out that the countryside inhabitants did not vote for it because of its non-radical program with regard to the peasant issue. Due to that fact, during the Third Party Congress, it was meant to be changed. After a heated debate, the cadets’ delegates opted for a compulsory enfranchisement of lands, after fair remuneration and passing it to the peasants in the newly established program.
