Summary/Abstract: Parental authority is the body of rights and obligations concerning both the person and the property of the child. Termination of parental rights, as a family law legal measure, penalizes parents abuse and gross negligence in the performance of their duties on the child person. But the legislator did not include in the grounds of the decay defective fulfillment or failure of the obligations which refers to the property of the child, the other component of parental authority.
