Summary/Abstract: In 1971, the new leadership of Polish United Workers’ Party that was headed by Edward Gierek, led to an implementation of the new economic strategy, known as a strategy of dynamic development. Particularly, that strategy envisaged a rapid development of the industrial potential of the country in conjunction with a marked improvement in the material conditions of the society. In the middle of 1972, the authorities of PUWP gained a significant increase in investment expenditures for the industrial development and modernization in the region. In the subsequent years, the number of new investment projects rapidly grew. In the course of time, a problem of the deficit of forces and resources for the realization of too many tasks became increasingly clear. The implementation of particular investments was delayed. Furthermore, the costs of their realization overly grew. New industrial plants were created; however, the modernization of the already existing plants lacked resources. The authorities of the party-state began to lose control over the economy
