Summary/Abstract: Granting a grace period and allowing that the payment of a debt imposed on a public institution be made by fifteen equal instalments annually was hereby accepted by the European Court of Human Rights as a means of enforcing a final decision in compliance with Article 6 § 1 of the Convention and Article 1 of Protocol no. 1 to the Convention. It follows that, provided that a fair balance is struck between private and public interest, national provisions allowing the postponement of payment and payment by instalments, even over as long as 15 years, as well as national court decisions given in regard of these provisions, are in accordance with the Convention.
