Summary/Abstract: The decline followed by the disintegration of the Ottoman Empire in the 19th century favored the penetration of another superpower in the region of the Black Sea: the British Empire. Its settlement of diplomatic relationship with the newly independent countries is followed by a strong deliberate influence of the Western culture pattern in this area which is still going on. The article highlights the historical perspective on the culture patterns shift through language learning as an instrument of political and economic influence. The presentation is limited to Romania as an object of influences of British culture under its geo-political position of the Black Sea.
