Summary/Abstract: In article the role of social and cultural norms of behavior of an individual in connection with process of formation of an information society is considered. This role is an important basis for formation of information and communicative system in the state building. It is underlined necessity of formation of culture of using information resources for a separate individual. It is a condition of its vigorous activity within the limits of public relations. One of more important questions for the dictionary-terminological database of application of standards. World experience testifies that only on the basis of standards of the attained level of culture can be her dynamic further development.
