Municipal debentures in Polish budgetary law in the years 1990–2015

Summary/Abstract: The aim of the article is to determine whether the provisions of budget law affect the attractiveness of municipal debentures as a feedback source of financing municipalities. The realization of that objective requires the analysis of legislative amendments that have been adopted since the restoration of the local self-government in Poland. The implemented solutions focus on two main areas. The first one includes the principles of the municipalities’ financial commitments, and the second one – numerical fiscal rules limiting the conduct of local self-government budget economy.
