Summary/Abstract: Terrorism has become a nightmare of the modern world, a means by which to serve and help them to manifest all the more brutal and imaginative. Commercial aviation has always been an attractive target for terrorists, and even a threat to the security and safety of the aircraft may have decreased in the last few decades in terms of the number of incidents, potential damage from each attack increasing. Commercial air flights attract terrorists from a number of political and operational reasons, because they represent the symbols of the nation and the state, and the question to be answered is why the terrorists have not attacked the aeronautical facilities and why some organizations are more inclined to attack aircraft and airports from other targets? Although a lot of attention paid to factors at the national level relating to the terrorist hijackings, little explored why the terrorist organization decide not to target aviation. It is necessary to ideology whose backward linkage, experience, knowledge and environmental factors that might make the organization more or less prone to acts will focus on aviation targets. Kidnapping and other forms of air terrorism have evolved as a means of war is bad for achieving political goals at the expense of the innocent, and they are still among the most effective means of gaining global audience and hide the result of acts.
