PLANNING SUBSTANTION THROUGH STRATEGIC DEFENCE ANALYSIS – ESSENTIAL CONDITION FOR QUALITY ASSURANCE OF THE PLANNING PROCESS

Summary/Abstract: Transformation of the Armed Forces, in its multiple dimensions, has to be based on a sound analysis, in order to reasonably match the vision on the defence system with the resources that could be made available for this purpose. The model presented hereby is put forward by the Center for Civil-Military Relation in Monterey and it fits our requirements, under the condition of a real cooperation between all the entities involved in the transformation process. It ensures, through its outcomes, the development of those military capabilities that would well position our armed forces as a perfectly compatible and effective military structure within the alliances to which it belongs. Moreover, such an analysis offers the premises for an increased tangibility of our strategic documents, making them suitable for the working level in the effort to restrain the waste of resources for any personal or group fantasies. The strategic defence review still remains a valid objective and there is a need for a cooperative effort by all the structures involved so to provide a realistic and feasible foundation for the transformation process.
