Summary/Abstract: Once with the inauguration of the modern system of states by signing the Treaty of Westphalia, endowed with the designed power in relation with his individuals, with his territory and with other countries belonging to the international system, the sovereign state becomes the main actor of international relations gaining legitimacy in relation with other actors such as the Papacy, too.Since the main objective was to ensure its own survival and security, the sovereign state was engaged in a permanent struggle to maximize its power. Consequently, throughout history, different methods and tools were used in order to limit the arbitrary use of national power in relation to other states and to ensure a stable climate in the international system, too.
