Summary/Abstract: After the year 1866 were produced major exchanges in the policy of Europe. The Great Powers, especially France, which had the hegemony on the continent, began to work together for a diplomacy which had for its object a compensatory and discriminatory system on behalf of the peoples who wished for national liberation and edification States. Thus, this desire of the Balkan nations would be condemned. The Ottoman Empire was helped by the diplomatic games of the Great Powers to maintain its status quo. Under these conditions, the peoples of the southern Danish, Serbian, Bulgarian, Albanian and even Greek areas have been oriented towards the formation of a common front for the Ottoman struggle. Romania was an important center of this front. During the years 1866-1868 the Bulgarians, a large majority of whom emigrated and lived in this principality, engaged in some actions prepared on the reciprocal agreement, such as the fence of the Sacred Coalition of 1866, the organization of the detachments of "Haiducs" who crossed the Danube in the spring of 1867 and the summer of 1868. The foundation of these detachments was laid by GS Rakovski, who in 1867 created the Bulgarian Secret Supreme Command
