Summary/Abstract: Restoration of cities and urban agglomerations is a continuous process of customization their state of development to the changing needs of urban communities in order to improving the quality of life and functioning of the urban economy. Contemporary challenges of civilization development puts the need for active citizens in front of local governments involvement in the process of managing their development. Hence the cities as highly complex organizational structures require large executives knowledge of the socio-economic processes that affect quality residents' lives and are the reference point for the changes.
