Medical savings account as a funding mechanism of health care

Summary/Abstract: Governments of many countries are continually faced with the challenge of reducing or at least controlling the expenditure on health care. It is also important to look for additional ways of health care financing. Various solutions have been put forward to answer the problem of the rising costs of health care. One of these is medical savings account (MSA), which was first introduced in Singapore. This article presents the idea of MSA against the background of health care financing as a whole. It also tries to classify such an account in the framework of the set of funding mechanisms. In discussion of the MSAs, this aspect has so far been overlooked.
