Summary/Abstract: Based on an analysis of the system, the author assumes that within the European Union, there is an open cross-border system for the protection of victims of road accidents involving two subsystems: traffic safety and funding of road accident costs ex post. Interaction between the systems is due to an accident victim (real or potential) − the kernel of the whole system. Safety, risk and responsibility are key words, which are opening the system. The distribution of the financial burden of the cost of road accidents depends on the relationship between them. Maintaining road safety depends on proper risk management road accident Insurance is the primary method to finance risk. The scope of insurance protection determines the spread of responsibility for both the impact of accidents and their prevention.
