Summary/Abstract: Within the first years of the Ottoman Empire, a ‘defter’ (a type of tax register and land cadaster)with data about state property and real estates in villages and towns throughout the Empire, was kept in the institution calledthe ‘Maliye Deferhanesi’ (Bureau of financial registers). When Istanbul became a metropolis of the Ottoman Empire, the care of the registers was taken over by Defterdarlik, then by Defterhane with defter Emini (Commissioner for cadastral registers). After Tanzimat, this institution underwent reforms and various changes of its name: Defterhane-i Amire Kalemi (Bureau of the National cadastral registers), Defter-i hakani nazirligi (Ministry of the cadastral affairs), Defter-i hakani eminligi (Trustee for cadastral affairs), and Tapu umum müdürlgü (Directorate for cadastral affairs). The National cadastral services (Defterhane-i Hakani) started issuing the document known as tapu sened, in other words‘title deeds’, which is the subject of our work.
