Summary/Abstract: The doctrine of the civil service law, with the assumptions for the efficient activities of civil servants, has gradually developed and in Bosnia and Herzegovina with a delay in comparison to neighboring countries. That was our reason to approach the writing of this paper with the ambition to consider an international standards of civil service law in general and in times of crisis of management public administration. Public administration in BiH and its entities and the Brcko District, is almost 15 years in "constant transformation". Because of this, it seems questionable that, first, to review the basic principles that are already 'come to life' 'in civil service law BiH whose reform started by adoption of the Law on Civil Service in the BiH institutions ten years ago, which entity legislation including the legislation of the Brcko District followed. Secondly, it is necessary to expose the international standards in this area which would have allowed the third review of the compatibility of legislation of civil service law in Bosnia and Herzegovina, and then the basic operating principles of the civil servants with international standards. Public administration reform includes the management reform of public administration, as in Bosnia and Herzegovina result with lack of control function which is based on formal rather than real authority. Redesigning the organization and functioning of the management of public administration, which means getting out of the crisis, it is necessary to do the so-called. new public management, which is the administrative doctrine and movement that emphasizes economic values in public administration, subjecting the state administration and public sector organizations to market principles, as well as methods of developing entrepreneurial behavior in public administration. Thus, the total civil service law and an advanced system of public management should be reflected in an effort to most of the values and techniques of the private sector with market criteria introduce in the public sector, in order to become more effective and more specific, and focused on results. In order for this system operates more efficiently, it is necessary in the public sector, for managers and employees, set up a responsible and capable people who are willing to '' raise up '' Bosnia and Herzegovina and allow citizens access to any information related to public administration.
