Summary/Abstract: In 1916, the Austrian-and-Hungarian Army Head-Commander, archduke Fryderyk, announced a local government elections to the four main cities of Austrian-and-Hungarian occupation zone – Kielce, Lublin, Piotrków and Radom. The city government had to include a city council with their management, chosen by this council. The curial system, evidently unjust and undemocratic, was used to en-sure the presence of local elites in the local government. The compe-tence of city councils was related to economic issues, sanitation andculture, population supply, road maintenance and utilities, hospital maintenance.Between December 7th and 18th, 1916, elections were held which resulted in the election of 50 councillors and 45 deputies to the coun-cil. Municipal elections in Piotrków became, above all, a great suc-cess of the national democracy, which received 16 seats in the II-V curates and the Jewish population – 13 seats respectively. Both groups occupied 29 seats with 40 reserved for Curios II-V. The lists of Socialists (A and C) issued by NZR and PPS were without success, reaching only 11 seats. Participation in local government elections contributed to the rise of the popularity of socialist ideology among the inhabitants of Piotrków.
