Since the funds for the construction of a special building for the new legislative institution was not, it was decided to adapt the work of the lower house of the first Russian Parliament of the Tauride Palace. The Liteynaya chast — the former center of the barracks and military road — has gradually turned into one of the most beautiful and fashionable areas of the city. Development of this area of Petersburg has involved eminent architects of the time: Ivan Bogomolov, Alexei Bubyr, Nikolay Vasilyev, Ivan Burgazliev, Alexander Hrenov. It was here, in the Liteynaya chast of the city, the first in Russia, housing cooperatives, characterized by a high level of comfort — the house N 3 on Kavalergardskaya Street, a famous residential complex Basseynaya association of proprietors of apartments. The complex was the most significant experience of national cooperative construction of a prerevolutionary period. The infrastructure of the area was absolutely changed. At the insistence of the Management Committee of the State Duma to the Tauride Palace summed up the tram line, which replaced the horse-railroad. Placement the first Russian Parliament in the Liteynaya chast of Petersburg led to the establishment of markets, shops, cinemas there. The article is written based on archival documents, some of which was first introduced in the scientific circulation, as well as of periodicals of the early twentieth century, diaries and memoirs of contemporaries.
