Summary/Abstract: Russia proclaims itself heir to the Soviet Union whereupon after a many year intermezzo of humiliating all-round weakness it struggles to gain repeated dominance or direct control of former USSR areas or those subjugated by Stalinism after the victory in the ”Great Patriotic War“. The embodiment of the reconstruction of the empire that shrunk approximately into the size of Catherine the Great´s realm, new Russian expansionism, is to be found in the presidential duo Vladimir Putin – Dmytri Medvěděv. They stand for a new round of the Moscow’s relationships towards the EU, the USA as well as former inferior areas in the immediate vicinity of their state.
