Summary/Abstract: The city of Elbasan was established by the Ottoman army during the second siege of Kruja, year 1466. The documents show that the castle was built in a short period of one month. Considering its strategic position the city became one of the most important centres of Central Albania. In the XVI century Elbasan figures as a developed city and a lot of components such demographic, economic, administrative and cultural aspects. There are some elements which affected the economic and social growth of the city. One of them is the economic network that consisted in the trade and the system of artisans. Thus the economic growth and the enrichment of the social classes pushed them to invest and contribute in social causes. The walq’s were a direct result of the contribution of rich classes and noble families in the building of public service institutions for certain classes. The wafq’s also had a big impact in the development of the economic system of the city.
