Summary/Abstract: The disputes between the Austro-Hungarian military officers and diplomats originated from many years back, at least since 1906. At the very center of these disputes was the Chief of General Staff Franz Conrad von Hötzendorf. In his opinion all the small Balkan countries, including even Albania, shouldn’t exist and their territories should be joining the Dual Monarchy.With the outbreak of World War I, the Contradictions of two of the main Austro-Hungarian institutions, that is of the War Office and the Ministry of Foreign Affairs, immerged again: Was Albania to be considered as a conquered country and should Albanians be treated cruelly and especially brutally, because of being opponents, skeptic and disobedient just like the high military Austro-Hungarian authorities pretended? Or did Albania deserve another treatment, more benevolent and peaceful, because of being a neutral country, almost an ally, with a majority of population faithfully connected to Austria- Hungary as the high diplomats of Vienna thought?The opposite viewpoints the Austro-Hungarian military officers and diplomats had regarding Albania and the treatment of Albanians was reflected in the field in the Austro-Hungarian territory of occupation. This article gives an answer to two basic questions: What was the influence of the confrontation between the military officers and diplomats in the policy followed by the Dual Monarchy toward the Albanians within the frame of World War I? What was the reaction of Albanians toward the policy followed by Austro-Hungarians towards them?
