Summary/Abstract: After the dismantling of the Soviet Union, in the Black Sea region emerged a number of international cooperation initiatives, some of which contain the entire region (especially the Organization of the Black Sea Economic Cooperation), others involving only some countries, either intergovernmental non-governmental actors. This shows that there is a growing recognition of the fact that a mutually beneficial cooperation can be developed. This recognition and the cooperative response to it create a regional identity. The consciousness of this identity has not existed in the past, due to geopolitical factors that still tend to emphasize the aspects of differentiation and not the identity aspects.
