Summary/Abstract: The beginning of the millennium brings to the fore the world and the international relations that have become more complex than before. The paradox is that today, when the Cold War ended and the European continent has a real chance to integrate the values of democracy and market economy, respect for fundamental human rights, security began to be again very controversial. Far from being an exception, Romania is more sensitive to this phenomenon as for almost 150 years our state had as the central pillar and centralizing conception of sovereignty. Sovereignty does not exist outside the state.
