Summary/Abstract: Professionalism of the management is one of the most important conditions for effective human resource management in organizations. This also applies to local government units, where the importance of improving key competences in managerial positions has been noticed later than in business organizations.Effective human resources management requires managers to have the right knowledge, skills and commitment. This paper attempts to identify key competences of the public managers and their role in human resource management based on a review of selected literature and the results of author's own research. Proper understanding of multidimensionality of the office management's role is the indispensable condition of the success in HRM in local government units. A visible change was noticed among the managers, who saw the imperfections in HRM in their offices and introduced necessary changes in order to eliminate them.
