Rivalry and excludability versus transport demands – examples of impacts

Summary/Abstract: This paper presents a theoretical discussion about and assessment of relations between levels of rivalry and excludability being characteristics of elements of transport systems and satysfying transport demands of users of passenger transport. Examples of different types of goods in transport systems were presented, as well as possible impact of levels of rivalry and excludability on fulfilling transport requirements of trasport users. It has been shown that this impact is significant, because it influences the level of fullfillment of transport demands and thereby the attractiveness of different forms of transport, as well as transport choices and behaviours. In conclusion it has been was stated that levels of rivalry and excludability should be taken into consideration while creating sustainable transport policy tools, as they can determine their effectiveness and realisation of goals of sustainable transport policy
