Summary/Abstract: The article is devoted to the U.S. assistance programs for the former Eastern Bloc countries on their way to a market economy after the end of the Cold War. Its purpose is to clarify the reasons as to why the proclaimed by Washington Second Marshall Plan for the recovery of Eastern and Central Europe is not implemented. This is achieved by tracking the evolution of the United States foreign aid programs during the second half of the 20th century. The differences between the programs of the late 1940s and the early 1990s and the factors behind their formation and development are outlined.
