Summary/Abstract: The new Millennium, the 21st Century, brought along new and different challenges to the international security. Some of them extended the trends from the last decade, but among them, countering violent extremism and terrorism became a major interest. Moreover, the continue transformation in the World Order allows the extremists to take advantage of the new geopolitical evolutions and the new technological advancements. Simultaneously, political and security framework has been transformed for major actors in Middle East and Nord Africa Region due to the new terrorist events, but also due to the political and social changes and natural conditions occurred in the region and affecting local populations. Nevertheless, the international context and its interventions, or the lack of timely effective interventions, allowed different ideologies and groups to gain advantages, terrain and credibility. One group evolved from within the Islamists aspirations for the Caliphate and, using such aspirations, agglutinated other extremist and violent ideologies and loyal followers of them. Islamic State went from ideology and persons to the violent, armed and geo-security actor in very short time and undergoing particular metamorphosis allowed by the local, regional and global economic, social, political and security parameters and framework analyzed in this paper.
