Summary/Abstract: There was a colorful and multi-dimension relations between Turkey and Ukraine because of Dest-i Kıpchak country. During the phase of the Ukrainian nation formation, the relations between Turkey and Ukraine soils are in different dimensions due to Turkic elements and deep ties. One of the reason was Russia which helped two countries come closer to each other. Russia on the other hand were rising on Ukraine, at the same time they were holding the Ottoman country under threat through Carpathians, the Caucasus and the Black Sea whereas oppressed Ukrainian nation under the Czarist regime, they wanted to establish their own state in the historical era of nationalism. The most important factor in front of this goal was the Moscow-based Russian despot policies. Even though Ukraine nationalist movement at the beginning of XXst century gained some significant progress and popularity, they lost their rights for a while because of their scattered power and organization. Liberation Committee of Ukraine is an important step towards establishing an independent Ukrainian state in the days of leading to World War II. And to accomplish this goal, Liberation Committee of Ukraine organized in Istanbul and Vienna had a activity program. The Liberation Committee of Ukraine's goals and objectives titled as Istanbul, Ukraine, Turkey and Russia article magazine published in Istanbul in December of 1914 were could explained in this article.
