Summary/Abstract: After Georgia gained its independence in 1991, it became necessary to define the rules of Georgian citizenship, including the rules for acquisition and loss. From the very beginning, Georgian legislation prohibited multiple citizenship but later an exception was introduced. Georgian law allows,under certain circumstances, multiple citizenship and flags up the rights and obligations of Georgian citizens with multiple citizenship. The paper will explore the legal bases of multiple citizenship in Georgia. Particular attention will be given over to differences between the rights of citizens of Georgia with and without foreign citizenship. Further, in connection with some restrictions imposed on Georgian citizens with dual citizenship, the analysis will address the question of to what extent security concerns play a role in defining/restricting the relevant rights and whether the legislation in this regard can be considered as consequent and proportionate.
