Summary/Abstract: James Reason cited the safety culture components as learning culture, informed culture, reporting culture, flexible culutr and just culture tjerefore in order to set up effective safety culture the just culture correctly has to implement in the organizations. If just culture not properly install, employees unlikely to reports, information source dries-up, unsafe practices driven underground, reputational damage whistleblowings, regulatory compliance failure, unaware of organisation’s risks and no mitigation, may be serious incident or accident may happen. However, it was seen that there are many difficulties practicing in just culture, definition of just culture not very well understood, there is no internationally accepted measurement method of the just culture. The reason why that, understanding of the term ‘just culture’ by aviation insdustry; identify the barriers that management faces to develop just culture, clearly descbribing difficulties of the impelementation and putting its relation with the legal system by presenting proposals for solition and designed research proposal for the just culture measurement needs are the main objectives of this study.
