Summary/Abstract: The article discusses the issues of building relationships between selected entities representing Łódzkie Region ‒ small and medium-sized enterprises and public administration ‒ to increase effectiveness of the measures taken in the area of creating a pro-innovation environment for small and medium business. The importance of analyzed problems, perceived from the perspective of ongoing changes on most markets, results most of all from constant increasing of initiatives and action of decision makers of each territorial unit towards increasing its level of competitiveness, building the potential of strong and differentiated geographical region on the regional, national or greater part of the world. The complexity of the subject is illustrated by empirical data coming from the field research designed and completed in Łódzkie Region.
