Summary/Abstract: The aim of the article is to define the elements of the open development strategy with special reference to its impact upon rise of economic efficiency and international payment disequilibrium. The issue is of crucial importance while defining the premises and sources of the growing position of the emerging economies in the world economy and their impact upon its structural changes. It is followed by the move of the world development poles from the Transatlantic world to East Asia, China in particular. The presentation of the Chinese experience we do in this article seems to be useful in two aspect, on one hand it helps to present complex nature of the open economy strategy, and its impact both upon country in question as well as the world economy. On the other hand it can serve as a good example for the countries opposing market transformation, for instance North Korea.
