Summary/Abstract: The issue that occurs arose from the imperfect legislation and, at the same time, the lack of coherence between the normative acts. Concerning that, it becomes extremely encumbering for the addressees and therefore, it leads to the ineffectiveness of the national security system of the Republic of Bulgaria.
