Summary/Abstract: Corrupt acts have to be detected and prosecuted and offenders have to be punished and deprived of their illicit proceeds. At the same time, opportunities for corrupt practices have to be reduced and potential conflicts of interest have to be prevented through transparent and accountable administrative structures at legislative, executive and judicial level as well as in the private sector.
