Summary/Abstract: In the second half of the twentieth century two striking development happened in Turkey. The one of them is after the decadency of Ottoman Empire constructing a new nation by National Independence War (1919-1923). The second one is establishing Village Institutes just after the war to speed up development of a new nation by focusing on education. In the first years of Republic, literacy rate was approximately 5 per cent which most of people in Anatolia were non-educated and there were no schools and teachers at those times. In order to change this picture, Village institutes have been played a great role in creating productive and modern Turkish Republic by focusing local education.
