Summary/Abstract: The Public function constitutes a legal institution of administrative law, the result of joint doctrine and constitutional jurisprudence and legal regulation. If we were to define the legal institution, we say that it is "legal situation of the individual - invested legally responsible in achieving competence of public authorities - which consists of all rights and duties which form a complex legal content of the individual concerned and body who invested." Whether called fonction publique, civil service, öffentlicher Dienst, although particular developments to each state public function has the same purpose, namely, the achievement of public service in a professional manner.
