Summary/Abstract: One of the European Commission’s most important function is exercice of power of inluence in the process of adoption of the European Union’s legislative acts and policies. Article is focused on Liberal intergovernmental and New Institutionalism’s views on formal and informal supranational power of initiative, as well as evolution of European Commission’s power of initiative from Treaty of Rome to Treaty of Lisbon. This evolution confirms that European Commission’s power of initiative was gradually declining through decision making procedure reforms, as well as by strengtening of other EU institutions.
