Summary/Abstract: Orkhon Inscriptions are the first written documents written in Göktürk letters. It is a masterpiece of Turkish language, history, literature, sociology, art, culture, social structure, state understanding and social work. The social service aims to help scientifically. Help should be considered as individual (micro), group (family = mezzo) and society (macro). Aids which aim the welfare of people and society by solving the problems, can be classified as "public", “non-governmental organizations” and “Benevolent helps/ charities”. There are public aids in Orkhon Monuments. Due to the authority gap of the state, how the nation is dispersed and impoverished; how the nation is hungry, scattered and naked; how they fixed these troubles by solving the problems and brought the nation to welfare are described in the both Bilge Kagan and Kül Tiğin Kagan monument. Bilge Khan stated that he became the ruler with Allah's help and grace and a little fortune. He provided unity and solidarity and made the nation prosperous by working hard at night and day; by gathering the poor, the hungry, the naked and the scattered nation.
