Summary/Abstract: Legal issues and security measures on high-activity sealed sources and orphan sources are very relevant in relation to the transposition of Directive 2013/59/Euratom. The general requirements for this sources under the Directive are the Member States to establish measures to maintain control of the sources with regard to their location, use, and, if they are no longer needed, recycling or disposal. These requirements, as well as the terms and conditions for the reporting of high-activity sources are defined in the Ordinance on Radiation Protection. The technical progress leads to the fact that unmanned aircraft (drones) are emerging as a challenge and a specific risk for nuclear security. There is a regulatory gap in their regulation, which is a prerequisite for uncertainty in the matter of physical protection of nuclear facilities and special regulation in this area.
