Summary/Abstract: Human capital is an important factor determining development and economic growth. It also plays a key role in the process of creating new innovative solutions as well as diffusion of existing ones. The countries of the European Union vary in their level of socio-economic development, and a common policy initiated at the European level aims, among others, at reduction of existing differences between Members Staes. The aim of this study is to formulate the answer to the question whether there is a convergence of human capital in the EU-28 countries in the context of fulfilling the recommendations of the Europe 2020 strategy in the area of education. The hypothesis formulated for the purposes of this study was that in the EU-28 countries there is a sigma convergence of human capital in the area of education. The implementation of the work objective was based on statistical analysis, which covered the period from 2006 to 2016. Data used come from Eurostat databases.
