Summary/Abstract: From a legal point of view, the essence of any state of emergency, including an emergency, is that it is introduced in a situation of a particular threat where regular, ordinary legal measures and state institutions are insufficient and civil liberties and rights must be suspended or limited for a certain period of time, with constitutional competences of the authorities must be modified by a significant and extraordinary increase in the powers of the Executive. The article presents an analysis of constitutional restrictions on freedom of assembly during states of exception.
