Summary/Abstract: The structural changes of the economy, which are intended to create the necessary conditions for total changes in the field of technologies, infrastructure, consumption, management and environment, are seen as a paradigm of the development of the new knowledge-based economy. The knowledge-based economy cannot function efficiently based on the old structures developed for decades in the 20th century. It requires new specialists, new infrastructure, new forms of management and a new structure of relations among the sectors of the national economy. An new, efficient knowledge-based national economy harmonized to a maximum degree with the European and global standards should be developed through intensive structural changes alongside the accelerated catch-up development of our national economy. The structural changes are an absolute necessity for our economy after the accession of our country to the EU at times of fierce competition and globalizing economy. On the grounds of a critical analysis of the existing publications and the regulations of the European Commission as well as a diagnostic analysis of the structural changes of our GDP in the period 1980 - 2008 the author defines some specific conclusions for the structural changes and the perspectives of Bulgaria’s economy identifying the role of the structural reform as a generator of a „lever effect‖ for accelerating the rates of catch-up development of our national economy. The qualitative assessment of the effected structural changes is based on the integrated index scale of Gatev, Ryabtsev and Salai.
