Summary/Abstract: State Auditing Board (DDK) had issued a report concerning the Development Agencies and there have found 43 different structural problematic areas. In this study, with different concepts and paradigms such as general systems theories a theoretical and conceptual analysis are being done in order to find a solution to one of the problems defined by DDK which is the stereotyped structure of development agencies. With an approach of conceptual and theoretical analysis to the stereotyped structures, it is found that it is possible to find solutions with the model of “meeting stakeholder needs” a principle of COBIT-5 framework. It asserts that the process and structural framework offered by COBIT-5 is in compliance of open systems.
