Summary/Abstract: The wild technological advancement since the mid of the 20th century and he progress in research around the earthen field determined new horizons and priorities in the scientific studies related to climate. In the end of the 20th century start the so called “high-frequency studies of the polar radiance”. Those are the American programs HAARP and HPAAS – Alaska, and LIRPU-Porto Rico; the Russian SURA – Nijniy Novgorod, and the EISAT (Norway, Germany, France, Great Britain, Finland, Japan and China) – nearby Tromsø in Norway. The official purpose of those research programs is the improvement of communications, and satellite observation. But in the last decade in the scientific field it is more and more actively discussed that the priority are actually the developments and experimental activities with the so called “climatic weapon”, realizing direct human influence on the climatic conditions in specific parts of the earth surface.
