The Issue of Task Planning in Local Administration – the Development Programming Process

Summary/Abstract: Present economy creates a great number of factors influencing the social and economic development process. In a turbulent and complex environment the role of public administration is changing. It is really important to improve the quality of management process in such situation. It is connected especially with the strategic management process, which is inefficient in Polish local government. The paper considers the proposal of a new mechanism of the strategic making process. On the basis of the project management method the scheme of the development programs planning as a main part of the strategy is prepared. In first part the author talks about the program features, the program phase model, and organizational aspects of managing this kind of undertaking. This methodological description is implemented into the environment of the local government institutions. In this part the author focuses on three main aspects of using the development programs in a strategy. These are: the strategy budget planning, the role of program managers, and the procedure of strategic, tactical and operational controlling process.
