Summary/Abstract: Currently we can observe a growing interest in the function of public organizations. It is important to change the effectiveness of this type of organizations. Efficiency is associated with changes for which the manager is responsible – in this case, the public manager. It is his skill that determines the success of transformation in public organizations. The main purpose of the article is to describe selected interpersonal competencies of public managers as tools for stimulating and creating changes in the area of public organizations.
