Summary/Abstract: At present, management instruments used in commercial enterprises are introduced to public management. This is related to the concept of New Public Management.The implementation, but also the functioning of these instruments, is accompanied by both successes and failures. The aim of the article is to analyze the factors that support the implementation of management instruments for public organizations and to organize these factors into a logical whole, due to mutual relations. These factors were identified based on existing publications, and the secondary data analysis method was used. To deepen and refine the work on the subject, it was proposed to conduct empirical research using the Delphi questionnaire method and ISM method (Interpretive Structural Modeling).
